Project Scope
As part of a design-build team, Engineered Systems & Services (ESS) was responsible for designing HVAC, plumbing, electrical, and fire protection systems for the renovation of the Fulton County Libraries noted below.

Work included scope verification, design development, construction documents development and construction administration under a design-build procurement. The project was designed to meet LEED Silver certification requirements and included improvements for HVAC, electrical power distribution, lighting, fire alarm, plumbing and fire protection. All work had to be completed within the Owner’s stated cost limitations.
Special features for the facilities included provision of advanced building automation systems for HVAC, lighting and security systems. In addition, our
team supported the integration of specialty technologies including materials inventory tracking, video surveillance, intrusion detection and physical access control.
Special work was required at the Fairburn Library. Existing water pressure was found to be inadequate to support a new code mandated sprinkler system. Consequently, a fire pump was provided to meet system pressure requirements.
To address indoor air quality concerns at the East Point Library, water intrusion into underground ductwork was resolved by creating a decorative above grade duct crossing from the existing exterior packaged air conditioning unit. Where any other equipment was found to be performing poorly or near the end of its useful life, it was replaced.
Construction Administration
ESS provided construction administration support for each of the libraries, including support for LEED certification. East Point and Fairburn attained LEED Gold and the other libraries are pending LEED Silver. ESS worked closely with constructors, architects and the Owner to assist the team to complete construction on time and within the Owner’s cost limitations.
